Annual Projects Review 1998 - Project MOSAIC (Contract Nr 45527)

I wish to thank you for the co-operation given by your project team in participating to the TEN-Telecom annual projects review.  Please find attached the review report of the project MOSAIC as it results from the review panel assessment.

The project was generally well received by the reviewers, and the overall recommendation is to continue without substantial changes, the work currently on progress.

However, to achieve the expected results at the end of the project, the review panel made comments and recommendations (sections E1, E2 and F of the report), which I would like to bring to your attention. In particular:

  1. The business plan, should address, in a professional way, investments, revenues, public funding, sponsoring, technology, etc. A credible business model should be developed (actors, products, services, processes, activities), a range of CSC should be defined and quantified.
  2. Plans to create an international MOSAIC organisation should be presented in the business plan.
  3. As a part of the business plan, a clear and concise manual to support potential collaboration/partnership to MOSAIC network should be produced.
  4. Where possible, the project should use existing technologies, adapted and integrated to achieve the requirements of MOSAIC.
  5. The architecture of MOSAIC in terms of access to distributed heterogeneous databases should be developed.
  6. The added value should be clearly defined in terms of contents and access.
  7. The project should take in consideration the technical aspects of the services implementation.
  8. The 6 month project extension requested by the project team should be accepted.
I would like to invite you to reflect on these recommendation and to report to us how they will be implemented in practice in the next progress report scheduled for the end of May 1998.

Regarding point  8. above, a proposal for a rescheduling of the tasks and of the deliverables has to be submitted to the European Commission before 31 May 1998 at the latest. This proposal, once agreed by the Commission, will be acted as an amendment to the contract.

The implementation of these recommendations and the rescheduling of the activities will have no impact on the contractual conditions and costs.

The project has created a wide public awareness and political support, which opened for corporate sponsoring and business activity at the professional level. However the business model is still unclear.

At this time the level of exploitation/implementation, potential of the project is linked to the results obtained from items expressed as recommendations (Point F. Recommendations for future work).
